In order to renew your certificate of operation, you must
1. Pay the license fee, and
2. Have proof of a current satisfactory inspection or submit verification of a two-stop exemption for a service maintenance contract. A current satisfactory inspection is a routine inspection with no violations or a routine inspection and a call back inspection clearing violations that were completed within the last 12 months.
All certificates of operation are renewable annually before the 1st of August. Reminder notices are sent approximately 60-90 days prior to the expiration date of the certificate. The owner is responsible for ensuring the required inspections are conducted. For existing elevators, the elevator owner is the person issued a certificate of operation. The responsibilities of the elevator owner, including ensuring inspections are completed, may be assigned by lease. The elevator owner may delegate the authority for the inspection to the contracted elevator company.
For new elevator installations or modifications, the permit holder is the legal owner until a certificate of operation is issued. The permit holder is responsible for ensuring inspections are conducted and certifying compliance with code in the presence of a licensed inspector not associated with the permit holder.
Yes. However, the elevator owner must delegate the authority to arrange for the inspection to the contracted registered elevator company.
Elevators must be inspected annually as required by Florida statute. It is the owner's responsibility to arrange the annual inspection. To locate a licensed inspector, you may review the list of professional certified elevator inspectors available on our download webpage. If an immediate inspection is needed for valid safety concerns, you may request it by calling the Customer Contact Center at 850.487.1395. If a second opinion for an inspection is desired, owners have the option to hire an elevator inspector to review recent inspections.

Two landing elevators are exempt from the annual inspections if they are under a full service maintenance contract
Two landing elevators are not exempt from the annual periodic (pressure test) which must be witnessed by a (QEI) inspector
It is the owners’ responsibility to contract the QEI for witnessing the pressure test while the elevator company performs the test
Only a State Certified QEI inspector can submit the inspection report to the State confirming the test results
Below is a list of the most common elevator violations. To prevent State fines and re-inspection fees. The building owner, owners rep or the elevator service company. Should check these items prior to the inspection date.
IN-SIDE THE ELEVATOR EQUIPMENT ROOM;
1. Elevator equipment room must be accessible, keys provided, no stored material and area lighting.
2. Elevator equipment room door must be self closing and self locking.
3. MCP maintenance control program is in place and up to date.
4. All data tags are up to date and fastened to the location and equipment.
5. The temperature and humidity must be maintained if air conditioned unit must be operational and properly drained.
IN-SIDE THE ELEVATOR;
1. Safe and convenient access to the elevator no trip hazard, foyer lighting, no broken floor tile or slip conditions
2. Emergency light and alarm bell (if power is lost) battery back up must be operational.
3. Emergency communications (entrapment) must have a 24/7 monitoring for emergency assistance
4. Valid certificate of operation must be displayed in the cab framed and behind shatter proof glass or similar.
5. Cab must be ventilated if by fan it must be operational.
6. Lighting inside the cab bulbs must all be on and fluorescents guarded to prevent breakage.
7. Cab handrails (support rail) must be in place securely attached
8. Car and hoist-way restriction by code must be installed on all elevators and must be operational.
OUTSIDE THE ELEVATOR;
1. The approach to the elevator must be Handicap accessible with safe and convenient access.
2. In case of fire signs must be in place directly over the hall call push button.
3. On entering the elevator the doors must reopen if the electronic beam is obstructed (photo eyes)
ELEVATOR PITS AND CAR TOPS;
These are restricted areas accessible to only elevator personnel and personnel trained in elevator safety
These areas should be checked on routine maintenance or prior to the inspection date.
1. Both areas should be clean of oil, dust, lint and flammable items.
2. Both areas must have code required lighting and be operational.
3. Car tops must be easily accessible and have the railing in place when required.
4. Pits must be easily accessible with the lit ladder (when required( in place and secured to the wall.
5. Aprons (toe guard) with a minimum of 21 inches if conditions exist
